Synopsis for Davis-Monthan Air Force Base Architectural Engineering (A&E) IDIQ

The 355th Contracting Squadron is announcing a presolicitation synopsis for a multiple-award Architect and Engineering (A&E) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with a total estimated value of $9.9 million, to be awarded to three contractors under a total small business set-aside. This action follows Revolutionary FAR Overhaul 5 and 16.5, and will utilize Brooks Act procedures as outlined in RFO 36.202. The IDIQ will support the 355th Civil Engineering Squadron at Davis-Monthan Air Force Base in Arizona, providing a broad spectrum of A&E services including architectural design, multi-discipline engineering, site investigations, drafting, planning, and construction inspection. Task orders issued under this contract will be performed primarily at Davis-Monthan AFB and may extend to surrounding areas in Tucson and Phoenix, with specific locations defined per task order. All work must adhere to Unified Facilities Criteria, Unified Facilities Guide Specifications, AF instructions, and local base design standards, with deliverables including conceptual and final design drawings, cost estimates in CSI and RSMeans formats, geospatial data in ESRI geodatabase format, and comprehensive project administrative records. The solicitation will be formally posted on SAM.gov in June or July FY26, and responses to this synopsis are not required. Offerors must be prepared to submit completed Standard Form 330, detailed key personnel rosters with qualifications, fully burdened labor rate schedules, indirect cost proposals validated by DCAA, and a quality control plan approved by the Contracting Officer. All personnel must be licensed or credentialed in the relevant state, and any substitution of key personnel requires prior written approval.
