The Department of Energy's Office of River Protection intends to modify an existing sole source contract with EnergySolutions Federal EPC, Inc. to support research and testing activities aimed at developing improved glass compositions for immobilizing high-level waste (HLW) and low-activity waste (LAW) at the Waste Treatment and Immobilization Plant (WTP). This modification involves formulating and testing HLW and LAW glass batches in small-scale crucible melts and continuous melter operations to establish acceptable glass composition ranges critical for the design and operation of the WTP's HLW vitrification facility. The work addresses recent design adjustments that require flexibility in feeding both HLW and LAW directly from Tank Farms, incorporating an augmented glass formulation approach to expedite commissioning and overall facility readiness. The initial modification is estimated at $2,550,000, with a contract period of approximately one year to 18 months starting September 2015, and a planned additional modification valued between $3.5 million and $4 million extending through March 2017. While currently designated as a sole source contract justified under FAR 6.302-1 due to lack of other known capable sources, the DOE invites interested small businesses under NAICS code 541990 to submit statements of capability for potential competitive consideration. The efforts aim to enhance operational understanding of the WTP and may result in significant cost savings. Key contacts for technical and contractual inquiries are provided for DOE representatives overseeing this contract modification.

SYNOPSIS OF PROPOSED MODIFICATION TO CONTRACT ACTION Modification No. 0007 to DE-EM0002103 FAR SUBPARTS 5.1 & 5.2 Procurement Type: Notice of Intent to modify an existing Sole Source Contract (Special Notice) Contracting Office: DOE - Office of River Protection 2440 Stevens Center Pl. Richland, WA 99352 Classification Code: B ? Special Studies and Analysis ? Not R&D NAICS Code: 541990 All Other Professional, Scientific, and Technical Services Title: Testing and Evaluation of High-Level Waste (HLW) and Low-Activity Waste (LAW) Vitrification System Improvements Description: The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to modify an existing contract by means other than full and open competition, pursuant to Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to EnergySolutions Federal EPC, Inc., 6350 Stevens Forest Road Suite 200, Columbia, Maryland 21046. The purpose of the modification of an existing contract is to conduct research and technology testing activities to develop high-level waste (HLW) and Low-Activity Waste (LAW) glass compositions for the Waste Treatment and Immobilization Plant (WTP). This work involves the formulation and testing of prototypical HLW and LAW glass compositions to establish acceptable glass composition ranges. This work will include formulating glasses in small scale crucible melts (nominally 20-40 gram of glass) and continuous melter testing at a rate of 200-400 kilograms per day. This work is needed to support projections of HLW and LAW glass production in the WTP to support finalization of the WTP HLW Vitrification facility design. Recently, the WTP reported the need to incorporate the flexibility of feeding the LAW and HLW Facilities directly from the Tank Farms. This needed flexibility will be the result of an augmentation of the glass formulation algorithms. This proposed partitioning to the flow sheet is directly tied to the prior strategy of commissioning HLW after the Pretreatment Facility, and bringing the entire WTP to operational readiness in a shorter timeframe in the future. The outcomes of the studies are expected to significantly contribute to a more comprehensive understanding of the optimal operations of the treatment plant, and may provide DOE ORP with the opportunity to significantly reduce the cost of the WTP. The estimated total cost of this modification to an existing contract is $2,550,000.00 for an estimated one-year to 18 month period of performance from September 2015. An additional modification of not less than $3,500,000.00 and no more than $4,000,000.00 is envisioned in the next fiscal year with a likely period of performance on those line items through March 2017. Although DOE ORP is not currently aware of other sources capable of filling this requirement, DOE ORP invites interested Small Businesses (NAICS Code 541990, Size Standard $14M) to submit a Statement of Capability for DOE ORP review and a determination whether this requirement could be modified competitively. For questions regarding the technical aspects of this requirement, contact Albert A. Kruger, Glass Scientist, at +1 (555) 000-0000. For other questions regarding this planned modification to an existing contract action, contact Layne Papenfuss, Contract Specialist, at +1 (555) 000-0000 or by e-mail: contact@example.gov.
