The U.S. Geological Survey's National Geospatial Program is undertaking a project to analyze and map low water bridges within the state by integrating these features into the National Hydrography Dataset (NHD). This effort supports the broader goal of advancing the National Spatial Data Infrastructure (NSDI) by identifying critical infrastructure that can mitigate economic losses from flooding, aid in emergency response, and inform future construction planning. The government is considering The Arkansas Department of Environmental Quality (ADEQ) as the sole source for this contract based on current information but remains open to other potential suppliers. Interested firms capable of providing the required services are invited to submit written responses by June 23, 2012, for evaluation to determine if competitive procurement is warranted. The contract solicitation, titled "T--Aerial Photographic Service" and identified by Solicitation Number G12PS00492, was announced by the Department of the Interior’s Office of Acquisition Grants-National. It falls under NAICS code 541922, which relates to commercial photography services. The announcement serves as a sources-sought notice to gauge industry interest and capability in supporting this geospatial data effort. Responses and corresponding materials must be submitted by 3:00 PM Mountain Standard Time on the stated deadline, and this notice may constitute the government's only formal announcement for this procurement opportunity.

The project will start with an analysis of existing low water bridges, then focus on assigning event features of the low water bridges to the NHD dataset. Identifying all low water bridges within the state will greatly reduce the economic impact of flooding, future construction, and will greatly assist in emergency response coordination during flooding events. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the government considers the item specified as a sole source from The Arkansas Department of Environmental Quality (ADEQ) and proposes to negotiate with that entity on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
