Amendment 3 for solicitation W911S7-15-T-0082 concerns the USAES History Book Project, a total small business set-aside issued by the Department of Defense through the W6QM Micc-Ft Leonard Wood office. The primary purpose of this amendment is to resolve conflicting submission timelines within the Performance Work Statement regarding the delivery of the final draft and the final manuscript. The update clarifies that the final draft and final manuscript are distinct deliverables and cannot be submitted simultaneously. While the final draft remains due no later than ten months after the contract award, the final manuscript is due no later than the end of the period of performance, which occurs in the twelfth month. A revised Performance Work Statement with these highlighted changes has been provided to ensure accurate scheduling and delivery.

Amendment 3 - Final Question and Answer: In the PWS in the graph for the PRS on p. 7, the requirement 5.5 (FINAL DRAFT) and 5.6 (FINAL MANUSCRIPT) are listed as being due/submitted at the same time: quote mark All deliverables will be on time and submitted NLT10 months after contract award. quote mark The graph for 9.1 Deliverables (p. 10) has this same wording for the Final Draft and the Final Manuscript. HOWEVER, these two sections contradict the submission dates for the FINAL MANUSCRIPT in actual text of PWS 5.6 (p. 5) states that the quote mark Contractor shall submit the final manuscript NLT than the end of the PoP. quote mark The end of the PoP will would the 12th month, not the 10th month. QUESTION: What is the accurate due/submission date for the FINAL MANUSCRIPT (PWS 5.6)? See revised PWS. Note: The Final Draft (5.5) and the Final Manuscript (5.6) are two VERY different deliverables. This cannot be due/submitted at the same time (10th month). Attachments: Revised PWS with changes highlighted in yellow.
