Tactical Weapons Training Facility Services for the United States Embassy in Jerusalem Israel

The United States Embassy in Jerusalem is seeking a contractor to provide comprehensive Tactical Weapons Training Facility Services for its security guard force, including firearms training, defensive tactics, and classroom instruction in alignment with Israeli National Police mandates and approvals. The base contract period is one year, with four optional one-year extensions exercisable at the U.S. Government’s sole discretion, and a potential six-month extension beyond the fourth option if deemed in the Government’s best interest, for a maximum total duration of five years and six months. Performance is required at a dedicated facility in Jerusalem, which must include multiple ranges for pistol, rifle, and precision shooting; live fire simulation capabilities; defensive tactics training rooms; climate-controlled classrooms; a lockable storeroom for Embassy equipment; and a staff room. Training services encompass standardized courses for 95 Basic A trainees, 200 Basic A refresher students, 10 CPU initial trainees, and 33 CPU refresher students annually, with reduced quantities for the optional six-month extension. All pricing is in local currency, with Value Added Tax at 18% billed as a separate line item on invoices. Payment will be made via electronic funds transfer to the contractor’s designated address, following submission of invoices in compliance with FAR 32.905(e) and including VAT as required. The award will be made to the lowest-priced, technically acceptable, and responsible offeror, with evaluation based on strict compliance with solicitation instructions, fulfillment of technical requirements in Section 3, and demonstration of financial stability, past performance, organizational capability, necessary equipment, and adherence to ethical standards. The contractor must comply with a broad range of Federal Acquisition Regulation clauses covering equal opportunity, prohibitions on discriminatory facilities, veterans’ and disabled workers’ rights, labor standards, employment eligibility verification, minimum wage requirements under Executive Order 14026, paid sick leave, anti-trafficking in persons (including Alternate I of 52.222-50), workers’ compensation under the Defense Base Act, and restrictions on foreign purchases. The contractor is responsible for maintaining CAGE codes for themselves and all subcontractors, submitting required representations and certifications through the SF-1449, and ensuring access to records for audit by the Comptroller General for three years after final payment.
