The University of Minnesota is seeking a software or SaaS solution to enhance the management of its IT workforce across the entire institution. The primary goal is to facilitate a more inclusive, efficient, and flexible work environment by enabling virtual, cross-functional teams of IT professionals from various units and colleges to collaborate on shared technology projects, such as supporting the Drupal web platform. This approach aims to move away from siloed work structures, promoting transparency around project opportunities and volunteer gigs aligned with individual skills, interests, and development goals. The solution should include talent profiles similar to LinkedIn, allowing IT leaders to quickly identify suitable personnel for specific projects and to post opportunities that staff can view and express interest in, thereby optimizing resource utilization across the university. The contract emphasizes scalability, with the long-term vision of extending this talent mobility platform to approximately 27,000 faculty and staff across the university. Respondents are instructed to review detailed background and scope information before submitting proposals, which must be completed by the February 12, 2024 deadline, with no late submissions accepted. The initiative aims to operate as a unified employer across university units, leveraging technology to better utilize existing talent and foster a more dynamic and collaborative IT workforce. Full Description

The University of Minnesota is seeking a solution to support IT professionals systemwide in the advancement of their careers and to enable a more inclusive, efficient, and fluid work environment. In order to do this, we need to manage talent in a new way. This will include the use of virtual teams, which are groups of IT professionals from varying units and colleges who come together to make progress on IT goals and contribute effort to shared technologies (e.g. support of the Drupal web platform). Virtual teams will allow the University to better scale its IT services and enhance, strengthen, and drive results. A shift in the way we manage talent also includes transparency around projects/gigs across the University that IT staff may volunteer for based on their skills, interests, and development goals. The goal of this solution is to support a move from siloed IT professionals working in a single college or unit to a dynamic IT workforce sharing expertise and capacity across the entire institution. We’re seeking a software/SaaS solution that would include talent profiles (similar to a LinkedIn profile) that allow IT leaders to quickly identify talent for cross-functional virtual teams and post projects/gigs that IT staff could view and express their interest in. Currently, we do not have a technology to enable the use of resources in this manner. The solution should enable University IT to operate across units as a single employer and enhance our ability to fully utilize talent. In the longer term, the solution should be scalable to the rest of the institution, including about 27,000 faculty and staff.   Respondents are prohibited from contacting the identified department about this RFP while in process.

Before submitting questions about the RFP via the Questions Tab, read and review the Supplier Process and Information Attachment and ALL Attributes in the Attributes Tab, especially Background and Project Summary/Scope of Work. These provide valuable information and address frequently asked questions.   Remember to submit your response, including attachments, early to allow time to correct errors. The submission deadline is a hard close. The system will reject responses with errors and will NOT allow late submissions.
