Talyrond Calibration Standards

The contract solicits four precision calibration standards and fixtures for use with a Talyrond Circular Geometry Measuring Machine, including a 1000mm Calibration Cylinder Square with transit case, a Glass Hemisphere Calibration Standard, an Axes Calibration Sphere, and a 1.2m Cylinder Fixture, all requiring UKAS certification to ensure metrological traceability. Deliveries must be made FOB Destination to Tinker Air Force Base, Oklahoma, with a performance period of 120 calendar days after receipt of order, and items must be packaged according to commercial best practices with exterior containers clearly marked “NOT FOR OUTSIDE STORAGE.” All items require compliance with MIL-STD-130 and MIL-STD-129 for identification and labeling, including two-dimensional data matrix symbology containing enterprise identifier, serial number, and other required data elements. The solicitation is issued under FAR Part 12 and Part 13 as a Low-Priced Technically Acceptable procurement where technical acceptability is the primary filter, followed by price competitiveness. Offerors must be small businesses under NAICS code 334515 with a 750-employee size standard and must submit a Unique Entity Identifier and CAGE code. Invoicing is mandated through the Wide Area WorkFlow system, and contractors must be registered on WAWF. The contract includes extensive compliance requirements covering cybersecurity (DFARS 252.204-7012 and 7018), combating trafficking, sustainable products, Buy American provisions, contractor identification, and antiterrorism training. Base access for personnel requires REAL ID compliance, official identification badges, and prior approval through a formal request to the Contracting Officer. Final inspection and acceptance occur at the delivery location by the Government using DoDAAC F3YCEB, and all deliverables must include certification documentation. Payment will be processed through DoDAAC F03000, with administrative support coordinated through Thymes Givings via email and phone. Contractors are also subject to reporting obligations on executive compensation, subcontract awards, and compliance with labor and environmental standards, with deviations applicable to numerous FAR and DFARS clauses throughout the contract.
