26-422DNR-RESCO-B-49907 | Jake Wolf Fish Hatchery - Purchase of Trout Fish Feed - 4 year contractThe procurement was for a four-year contract to supply trout fish feed to the Jake Wolf Fish Hatchery, managed by the Illinois Department of Natural Resources’ Office of Resource Conservation, located in Topeka, Illinois. The solicitation (number 26-422DNR-RESCO-B-49907) was issued as an Invitation for Bid through the state procurement portal BidBuy, aiming to secure a vendor capable of delivering high-quality pelleted trout feed consistent with hatchery requirements over the contract period. While the specifics on feed types, nutritional content, packaging, and delivery logistics were outlined in the initial contract framework, the solicitation was ultimately canceled due to the necessity of substantial amendments, indicating that original specifications or terms were ambiguous or insufficiently detailed. Key procedural documents for vendor participation included detailed submission instructions, compliance checklists, and mandatory disclosure forms to ensure regulatory and ethical standards were met. However, critical elements such as a finalized pricing schedule, evaluation criteria for award, contract clauses including FAR provisions, and special contract requirements were either not included in the available materials or were rendered inapplicable by the cancellation. Inspection and acceptance were to occur at the hatchery site, with government oversight implicit but without fully established quality standards or inspection protocols. The cancellation notice and lack of certain contractual sections reflect that the solicitation did not reach formal award stage and necessitated a reissuance for clearer terms and conditions.

Starting in Spring 2026, the contractor will be responsible for receiving and rearing approximately 200,000 to 400,000 sockeye salmon fry annually at Tatsamenie Lake, British Columbia, following guidelines set by the Transboundary Technical Committee and Enhancement Sub-committee. The project involves in-lake rearing while managing risks of disease and predation through monitoring and prevention measures to ensure successful outcomes. Concurrently, the contractor will carry out a smolt mark recapture enumeration project from mid-May to early September, aimed at accurately estimating the sockeye salmon smolt outmigration from the lake. This includes otolith sampling to determine smolt origins and age composition. The contract, issued by the Department of Fisheries and Oceans (DFO), represents the first year of a potential multi-year engagement with options to extend through 2029 at DFO’s discretion. The contractor must be fully self-sufficient, providing all personnel, including fry rearing crews, camp cooks, and onsite supervision, along with all logistical support and mobilization of the worksite, as DFO lacks the necessary assets or infrastructure to support the project. The contractor is also tasked with planning and executing the mark-recapture programs following specific methodological requirements detailed separately.
