The project involves the comprehensive renovation and expansion of the TBU-11 facility in Regina, Saskatchewan, with a focus on modernizing mechanical systems and upgrading site infrastructure while maintaining uninterrupted operations. Key elements include partial demolition of existing structures to make way for new construction, installation of temporary and permanent domestic hot water and fuel tank systems, replacement of sanitary lines and boiler blowdown components, and upgrades to drainage, lighting, fencing, and site access features. All work is sequenced to ensure operational continuity, particularly for critical systems like the steam heating plant and sanitary services, with temporary solutions in place during construction to sustain functionality. Infrastructure improvements extend to underground piping, a sub-basement lift station, and a new sanitary sewer connection from the existing manhole to the powerhouse, with the old line being decommissioned. This is Phase One of a two-phase procurement process, where bidders must first qualify by meeting mandatory requirements outlined in the Request for Qualifications to be eligible for the second phase, which involves submitting a financial bid. Only Canadian contractors are eligible, and bids must be submitted via email to the specified government address by the deadline of July 16, 2026. Selection is based on the lowest-priced compliant bid, and all tender information, including amendments, is published exclusively through the Government Electronic Tendering Service, making it the bidder’s responsibility to monitor for updates. The contract is subject to the Policy on Reciprocal Procurement and the RCMP’s Ineligibility and Suspension Policy, with additional opportunities available for Indigenous-owned businesses registered in the Indigenous Business Directory. The solicitation number is M5000-25-3791/A, and all documentation must be submitted in one of Canada’s official languages.
