Naval Air Warfare Center Aircraft Division - Royal Australian Air Force (RAAF) F/A-18F and EA-18G Super Hornet and Growler Program


The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with CEVS Collins Elbit Vision Systems LLC, CAGE: 6VSE4, for the Teardown, Evaluation, Repair, Maintenance and Calibration of Quantity Three (3) Test Set Helmet Mounted Display-Night Vision in support of the NAWCAD Royal Australian Air Force (RAAF) F/A-18F and EA-18G Super Hornet and Growler Program. This order will procure Teardown, Evaluation, Repair, Maintenance and Calibration of Quantity Three (3) Test Set Helmet Mounted Display-Night Visions.


The Test Set Helmet Mounted Display-Night Vision (HMDTS) provides pre-flight and periodic functional go/no-go testing capability of the Helmet Mounted Display with Helmet Vehicle Interface (HVI) portion of the Joint Helmet Mounted Cueing System (JHMCS).


CEVS Collins Elbit Vision Systems LLC, as the designer, developer, and Original Equipment Manufacturer (OEM) of the Test Set Helmet Mounted Display-Night Vision, Part Number (P/N): 620900-04-01, National Stock Number (NSN): 4931 01-662-4542, is the only source with the requisite knowledge, technical experience, and production-level data to produce and repair these components. The components being procured are integral to the Test Set Helmet Mounted Display-Night Vision and are critical to maintaining operational readiness.


The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
