Delivery is due to the IRS CPS East Gateway Industrial Center in Detroit, Michigan, no later than September 30, 2026, following a start date of August 7, 2026. The solicitation requires compliance with all applicable Federal Acquisition Regulation clauses, including representations and certifications under FAR 52.212-3, System for Award Management registration, and prohibitions against inverted domestic corporations and delinquent tax liabilities. Vendors must also attest to having no organizational conflicts of interest and comply with sanctions restrictions, particularly regarding Iran and Sudan. Attachment requirements include an Initial Staffing Plan and a Monthly Workforce Report, both of which verify compliance with small business subcontracting limitations under FAR 52.219-14, mandating that at least 51 percent of personnel costs be performed by the prime contractor or similarly situated small business subcontractors. Invoicing must be submitted electronically via the Invoice Processing Platform in XML or CSV format, with paper invoices permitted only under approved hardship waivers. The award will be made on a Lowest Price Technically Acceptable basis, and the offeror must be current and active in SAM.gov with a valid Unique Entity Identifier and CAGE code. All submissions must include certifications regarding employment eligibility, human trafficking, child labor, recovered material content, sustainable products, and data protection for Controlled Unclassified Information, with PII encrypted and labeled appropriately.
