The Department of Veterans Affairs, Strategic Acquisition Center - Frederick, intends to award a sole-source contract to Louis Fitzgerald, DBA Nexus Universal, a certified Service-Disabled Veteran-Owned Small Business, for the continued provision of Tele-Interpreter Services. This follows an existing contract that has been in place since September 20, 2021, and is set to expire on September 20, 2026. Nexus Universal has provided live telephone-based foreign language translation services into English throughout this period, maintaining a consistent and reliable service for VA staff and beneficiaries. The decision to award without competition is based on the vendor’s proven track record, established interpreter network, and documented procedures that ensure seamless continuity of critical language access services. The solicitation, identified as DMC-TeleInterpreterServices2026, is posted as a presolicitation notice with a response deadline of July 17, 2026, but it is not an invitation for competitive proposals. The action is justified under VAAR 819.70 as a sole-source procurement due to the unique qualifications and performance history of the incumbent provider. The services will remain under the NAICS code 541930 and are designated as an SDVOSB sole source set aside. The primary point of contact for inquiries is Brian Tedesco, with secondary support from Michael Silva, and the contract will be administered from the Frederick, Maryland office, with services performed primarily in Florida. Any submitted feedback will be considered only to evaluate whether a competitive process is warranted, reinforcing the intent to maintain uninterrupted service through the incumbent.

Pursuant to VAAR 819.70, the Department of Veterans Affairs, Strategic Acquisition Center - Frederick (SAC-F), intends to negotiate a sole-source purchase order/contract with Louis Fitzgerald, DBA Nexus Universal (UEI: ZE8UHD1JY497), a Service-Disabled Veteran-Owned Small Business, for the continued provision of Tele-Interpreter Services.

This effort is a continuation of services currently being performed under Contract 36C10X21P0115. Nexus Universal has provided foreign language translation services into English during live telephone calls under this contract since 09/20/2021. That contract expires 09/20/2026, and the Department intends to award a follow-on contract to Nexus Universal for continued performance of the same scope of services, without interruption to the interpreter services relied upon by VA staff and beneficiaries.

Nexus Universal is a verified, certified SDVOSB concern with an established performance history providing these services to the Department. Continuity of the incumbent's trained interpreter network, established call-handling procedures, and demonstrated performance record support the award to Nexus Universal to avoid a lapse in this ongoing service.
