AI Contract Overview
The Bureau of Labor Statistics, under the U.S. Department of Labor, is seeking information from potential vendors regarding commercially available monthly household survey data on telecommunications services to support the accuracy and relevance of national economic price indexes. This Request for Information, identified as RFIOAA-26-00385, aims to collect one year of detailed, ZIP code-level data from 2025 covering residential wireline and wireless service purchases, including provider, package type, contract status, service duration, technical features such as internet speeds and channel counts, and monthly spending. The data must be representative of the national market with a minimum of one response per service/product per state and a preferred sample size exceeding 20,000 households. Vendors are required to submit a survey instrument for BLS review and approval prior to data collection, with no template provided by the government. All data must be delivered securely via SFTP in CSV, SAS, or TXT formats alongside a comprehensive data dictionary and response key, ensuring a high degree of completeness and accuracy, with individual records expected to maintain at least an 80% item-level completion rate. Responses must be submitted as a single Microsoft Word document not exceeding 30 pages, formatted in Times New Roman 11- or 12-point font with one-inch margins, and sent via email to DeCarlo Coleman by the deadline of June 29, 2026, at 10:00 AM EST. The submission must include a cover letter, responses to all RFI questions, and a capabilities package demonstrating relevant expertise; no formal pricing, contracting, or award mechanism is included as this is purely a market research tool. The Department of Labor reserves the right to use responses for planning purposes and explicitly prohibits vendors from using the BLS name in any marketing or promotional material. Data must be commercially sourced and not collected exclusively for the government, and no access to BLS data will be granted. The place of performance is Washington, D.C., though all deliveries are electronic. No set-aside status is confirmed, but the requirement may be considered for small business set-asides. Contracting officer contact is Shayla Battle, and no formal clause, certification, or payment details are applicable since this RFI does not lead to a contract award.

Full Description
The purpose of this RFI is to gather information about potential vendors to obtain current monthly wireless and wireline telecommunications service plan pricing. The Bureau of Labor Statistics (BLS) has an ongoing interest in market data with which to analyze, evaluate, and improve the indexes it produces. Specifically, the BLS is seeking detailed data for one year from a survey asking households to record information about their purchases for telecommunications services. BLS would like to wholly purchase this data, as opposed to a temporary lease of the data. The BLS is the principle Federal agency responsible for measuring price changes in the economy and constructs indexes using data collected from both households and business establishments. Because of the importance of BLS data, it is critical that the component indexes are accurate, timely, and relevant.
