Temporary Desiccant Climate Controlled Unit (DCCU) System

The Portsmouth Naval Shipyard is conducting market research under Federal Acquisition Regulation Part 10 to identify potential vendors capable of providing a Temporary Desiccant Climate Controlled Unit (DCCU) System for lease, with the requirement targeting dry and tempered process air for industrial applications at the Kittery, Maine site. This notice is strictly for information gathering and does not constitute a solicitation or commitment to award a contract; no price quotes should be submitted. Interested respondents must provide their company name, size (Small or Large), address, point of contact with email and phone number, and CAGE code, alongside technical submissions including equipment brochures, assembly sketches with critical dimensions, tooling diagrams, statements of compliance with the specification, and performance capabilities—all limited to ten pages and emailed to Christie Ashcraft by June 23, 2026. The system must include four 10,000 CFM DCCUs, one 230-ton chiller, one 600 GPM chilled water pump, 1,000 feet of 6-inch chilled water hose, 800 feet of 3-inch chilled water hose, six 90-degree elbows per size, one 6-inch globe valve, and six chilled water manifolds. All equipment must be frame/skid mounted, comply with lifting and handling standards, and meet noise limits of 105 dB[A] maximum, preferably 85 dB[A] or less at six feet, while adhering to ASME and NEC codes and ensuring non-exposure to live electrical components. The proposed lease period includes a base term from December 14, 2026, to December 12, 2027, with two optional extensions totaling an additional 48 weeks through November 12, 2028. Vendors must ensure all equipment is fully assembled, charged, and functionally tested prior to delivery, ready for immediate operation with start-up and commissioning services provided on-site. Technical deliverables required for acceptance include Operations & Maintenance Manuals, Controls Manuals, Preventative Maintenance Schedules, Certification Data Reports, Equipment Data Sheets, Hydrostatic Pressure Test Reports, and Emergency Contact Information—all formatted under specified CDRLs. Personnel accessing the facility must be U.S. citizens with approved identification such as a U.S. passport or government-issued birth/naturalization certificate with a raised seal, and vehicles must display company logos and be driven by individuals holding a valid REAL ID
