Testbed Implementation for Wide Area Monitoring and Measurement of the Power Grid; Scalable Synchrophasors Communication Network Design

The Department of Commerce National Institute of Standards and Technology issued solicitation SB1341-14-RQ-0572 for the design and implementation of a scalable Wireless LAN based network testbed dedicated to the wide area monitoring and measurement of the power grid. This project focuses on developing a high speed simulation package based on IEEE C37.118 standards, implementing a hierarchical synchrophasor network using Emulab, and creating MAC/PHY layers for wireless access. The contract is designated as a total small business set-aside under NAICS code 541511. The original period of performance was scheduled from April 28, 2015, to April 27, 2016; however, a subsequent amendment revised these dates to begin on April 13, 2015, and conclude on April 12, 2016. Managed by the NIST office in Gaithersburg, Maryland, the procurement process required responses by August 22, 2014, to ensure the delivery of a functional testbed for power grid measurement systems.
