Full Description

Subject: AQMS upgrade for Navy Geothermal Program Office Synopsis: NAVFAC Engineering and Expeditionary Warfare Center (NEXWC) intends to award a Fixed Price, Sole Source contract to Instrument Software Technologies, Inc. (ISTI), 70 Cereus Way, New Paltz, NY 12561-3061, in accordance with FAR 13.106-1(b). The contracting officer has determined the circumstances of the contract action deems only one source reasonably available to provide an upgrade to an existing ANSS Quake Monitoring System (AQMS) software from its current operational status to the newer version, including the latest Earthworm and Jiggle earthquake processing tools, for the Navy Geothermal Program Office (GPO), China Lake, California. ISTI is the only known source for procurement of the upgrade required by GPO. NEXWC will use Simplified Acquisition Procedures and Other Than Full and Open Competition to solicit a quotation for a single source simplified acquisition contract. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This Notice of intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit capability information in response to this notice by 4:00 p.m. (Pacific Daylight Time), Wednesday, August 20, 2014 via email to Dulce Setterfield at contact@example.gov. A determination by the Government not to compete this proposed contract is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
