Texas Pathways Project

The Texas Pathways Project is a solicitation issued by the Texas Education Agency to secure a contractor for the development and implementation of asynchronous online Career and Technical Education (CTE) courses for students in grades 7 through 12, with the goal of preparing them to earn aligned industry-based credentials or postsecondary credentials. The project requires a comprehensive suite of services including course delivery, program management, technical assistance, student support, and workforce preparation components, all delivered through a secure, compliant online platform. Contractors must submit a detailed Task, Activity, Deliverable, and Budget Plan (TADBP) as the primary evaluation factor, accounting for 60% of the scoring, alongside demonstrated understanding of the project, management capability, and qualifications. A bonus of five points is available for using SaaS applications aligned with EdFI data standards. The contract term is one state fiscal year with an anticipated start date of September 2026, requiring a formal kick-off meeting within two weeks of execution and annual transition of all resources to TEA on August 1. The project demands strict adherence to student data privacy under FERPA and the Texas Public Information Act, with all confidential information required to be encrypted at rest and in transit, and contractors must complete cybersecurity training per TGC Section 2054.5192. All vendors must submit a Historically Underutilized Business Subcontracting Plan and comply with state and federal accessibility, civil rights, and safety standards. Proposals must be submitted electronically via the Euna Procurement (Bonfire) portal by July 13, 2026, and late submissions are not accepted. Contracts are governed by Texas law, with TEA retaining full ownership of all works and materials produced, and payment contingent upon satisfactory completion of deliverables and submission of properly formatted invoices that include a valid Texas Identification Number and alignment with the approved budget. Contractors are not indemnified by TEA and must maintain required insurance coverage naming the state and TEA as additional insureds. Failure to meet Vendor Performance Tracking System benchmarks or being in default under any prior TEA contract results in disqualification. All deliverables are subject to TEA review within 10 business days, with a 15-working-day window for approval or revision requests before payment is processed.
