The Mississippi State Unit on Aging (SUA) is seeking a Legal Assistance Developer (LAD) to oversee and strengthen the delivery of legal assistance services statewide in alignment with the Older Americans Act and Final Rule requirements.

The Mississippi State Unit on Aging is soliciting a Legal Assistance Developer to oversee and enhance the statewide delivery of legal services for older adults in full compliance with the Older Americans Act and its Final Rule requirements. This contract requires the individual to serve as the primary point of accountability for monitoring, supporting, and improving legal assistance programs delivered through Area Agencies on Aging, ensuring services are prioritized for older adults facing the greatest economic and social need. The contractor must possess an active Mississippi law license, along with demonstrated knowledge of the Older Americans Act, experience in legal services or program compliance, and strong analytical, organizational, and communication skills. Failure to meet these mandatory qualifications disqualifies an applicant from consideration. The role involves conducting annual risk-based monitoring of contracted legal providers, producing detailed written reports on desk and on-site reviews, developing and enforcing corrective action plans, and validating data accuracy in state systems such as WellSky. The contractor is also responsible for generating quarterly performance reports that document units of service, persons served, demographic reach, and service gaps, while simultaneously providing technical assistance to providers and updating statewide policies and guidance documents to align with federal and state mandates. Coordination with key aging network partners including the Ombudsman, SHIP, APS, and caregiver programs is essential to ensure integrated service delivery. The position requires full-time, in-state travel throughout Mississippi to conduct training, monitoring, and technical assistance engagements during standard business hours, Monday through Friday, with no provision for overtime. Performance is evaluated against clearly defined deliverables including an annual monitoring plan, compliance reports, data validation records, access and equity assessments, and training materials. The contractor must complete PERS Form 4B if a retiree of the Mississippi Public Employees Retirement System, and must certify that all submitted application materials are true and complete.
