THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO REVOLUTIONARY FAR OVERHAUL (RFO) 5.101(a), THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO OCLC, INC FOR LIBRARY TECHNICAL SUPPORT SERVICES
The Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Executive Services Directorate (ESD), intends to perform a sole source award to OCLC, Inc. for Library Technical Services Subscription Support Services. History and Library Directorate (HLD) requires these subscriptions to support staff and patron access to Pentagon library and other library resources, by providing access to online cataloging resources, an extensive database of library holdings, resources to support interlibrary loans, and a hosted proxy service to support database access for library patrons. These subscription services will also support fulfillment of interlibrary loans, including identifying libraries that have materials requested by patrons and managing the workflows associated with borrowing from and lending to other libraries. The estimated value of the contract is $18,042.77.
The anticipated award will be made under the authority of 41 U.S.C. 1901 under the procedures RFO 12.201 “Simplified Procedures” OCLC, Inc is the only vendor to meet the Executive Services Directorate’s requirement as they provide the required services due to their WorldCat database and integrated library management systems. Their unique global cataloging infrastructure and interlibrary loan network are essential for maintaining consistent access, metadata, and resource sharing across institutions. No other vendor can provide these services due to OCLC’s proprietary systems and integrated cataloging and resource-sharing platforms and databases.
This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
