Solicitation # STATE 0000000610SL
This solicitation, issued by the Missouri Division of Purchasing for the Department of Revenue, seeks a vendor to provide validation stickers and registration materials for annual license plate registrations. The scope includes the production of double validation sticker registration cards in two sizes, 1 inch by 2.5 inches and 1 inch by 1.5 inches, with an estimated annual quantity of 5,000,000 cards per line item. The vendor is required to provide bailed equipment at no additional cost, specifically high-speed industrial grade printers such as the Zebra ZT Series or equivalent, along with necessary software, training, and support. All materials must be furnished as die-cut stickers on 4 inch by 8.5 inch fan fold cardstock, as roll cardstock is explicitly prohibited. The contract features firm, fixed pricing and includes options for two additional one-year renewal periods. Awarding will be based on the lowest responsive and reliable vendor, with preferences given to Missouri-based firms and bonus points available for participation with blind or sheltered workshops. Technical requirements are stringent, requiring UV-stable thermal transfer ribbons, machine-readable symbology, and a minimum three-year legibility warranty. Materials must also meet specific retro-reflectivity and wet performance standards per ASTM E-810 and AASHTO M268. Delivery is required within 45 business days of a properly executed order, with shipments delivered FOB to Jefferson City, Missouri. Compliance with the NIST AI Risk Management Framework 1.0 and the Domestic Products Procurement Act is mandatory.
