To add rumble strip for class II bike lane, grind AC, and install vehicle speed feedback sign

The project in Newport Beach, California, on State Route 1 at Balboa Boulevard, aims to improve road safety by installing shoulder rumble strips adjacent to a Class II bike lane, grinding down the existing asphalt surface to remove hazardous lips, and deploying a vehicle speed feedback sign. All work will be confined within the State Right-of-Way, with no additional staging or storage areas required, and execution will occur exclusively during nighttime hours to minimize traffic disruption. No vegetation will be removed in designated habitat areas, and no night work will be scheduled during wildlife breeding seasons to protect local ecosystems. The disturbance to soil is projected to remain under one acre, keeping the environmental impact minimal. Funding for the project will be sourced entirely from state resources, and no local or federal funding is planned.
