AI Contract Overview
The DARPA-PS-26-01 solicitation for the Track at Big Distances with Track-Before-Detect (TBD2) program seeks innovative solutions to advance space situational awareness in cislunar space through the development of low-complexity, onboard signal processing algorithms and payload designs. The program aims to enable continuous detection and tracking of faint objects at gigameter distances, utilizing commercial off-the-shelf or quasi-COTS optical sensors and focal plane arrays, with operation timelines within hours. Multiple awards are anticipated under an Other Transaction Agreement (OTA) mechanism, with a focus on payloads deployable at Sun-Earth Lagrangian Point 1 (SEL1) and beyond GEO orbits, emphasizing algorithm software and payload hardware that meet specific performance metrics such as detection probability, false alarm rates, power consumption, and revisit times. The effort involves a 15-month performance period, during which proposers must submit detailed technical, schedule, and cost proposals, including a resource-loaded Integrated Master Schedule, technical approach, and data rights assertions. The solicitation incorporates a comprehensive set of contractual and regulatory requirements primarily governed by the statutory authority of 10 U.S.C. § 4022 for OTAs, with no standard FAR clauses explicitly incorporated. Proposers must review and complete the Model OTA agreement, provide detailed data rights assertions, and adhere to security protocols related to Controlled Unclassified Information (CUI). The evaluation process emphasizes technical ability, understanding of challenges, relevant qualifications, and cost realism, with no explicit weighting or adjectival ratings specified. Submission instructions mandate a concise abstract of no more than four pages, a maximum of 30 slides for oral presentations, and a full proposal package including the Model OTA, task description, price summary, milestone schedule, and other appendices. All proposals must be submitted electronically via email by December 4, 2025, with strict adherence to formatting and deadline requirements. The program's success hinges on innovative algorithm development, payload design, and the ability to meet stringent technical and schedule milestones, ultimately enhancing early warning capabilities for space traffic management in the cislunar domain.

AMENDMENT 01: The Abstract Due Date is extended to December 4, 2025, by 12:00 PM ET.
The goal of the TBD2 program is to enable continuous space-based detection and tracking of objects in cislunar space on relevant timelines. This effort will increase the safety of cislunar commercial and civilian traffic for the benefit of all nations and enable a sustainable space ecosystem. To accomplish this, TBD2 seeks to advance the state of the art for signal processing algorithms so that when combined with commercial off-the-shelf (COTS) or quasi-COTS optical sensors and/or focal plane arrays (FPAs), they can a) detect and track faint objects at gigameter (Gm) distances b) operate using available onboard processing capabilities, and c) do so on relevant timelines (within hours).
