USTRANSCOM is seeking innovative commercial solutions to modernize In-Transit Visibility for global defense logistics through a Commercial Solutions Opening under HTC71126SCSO1, specifically targeting Specific Area of Interest 001. The goal is to develop a scalable, interoperable, and secure prototype that delivers near real-time, end-to-end tracking of Department of Defense cargo and assets, creating a trusted Common Operating Picture by ingesting, fusing, and visualizing data from multiple tracking sources. The solution must enable automated data capture, minimize manual processes, and operate within military logistics environments while adhering to applicable safety, electromagnetic, and environmental standards. Proposals must be submitted via the Vulcan platform in Phase 1 as a Scout Card, with a deadline of June 3, 2026, Central Time, and must comply with formatting requirements including a cover sheet, single-spaced 12-point font, six-page limit, and one-inch margins. Offerors must be registered in SAM.gov and provide a cover sheet containing their CAGE code, Unique Entity ID, business size classification, and socioeconomic status, along with contact information. The acquisition will follow FAR Part 12 for commercial items and may result in either an Other Transaction Agreement under 10 U.S.C. 4022 or a FAR-based firm-fixed price contract. Solutions must comply with DFARS 252.204-7012 for unclassified systems and 32 CFR Part 117 for classified systems, implement Risk Management Framework processes, support Authority to Operate requirements, and include incident reporting capabilities. Offerors must identify any intellectual property, data rights restrictions, and licensing needs, and outline how technical data and software rights will be managed for compatibility with USTRANSCOM systems. Proposals will be evaluated on five equally weighted criteria: alignment to USTRANSCOM’s mission, technical merit including innovation and feasibility, reasonableness of the milestone schedule, prior experience in similar efforts, and affordability with potential return on investment. Evaluation occurs in three phases—Solution Brief, Presentation/Pitch, and Request for Proposal—with each phase assessed against the same criteria, and price proposals evaluated for fairness and reasonableness in context of the commercial market and budgetary constraints.
