AI Contract Overview
This solicitation, designated HT940626QE037, seeks a single MagVenture TMS Therapy System under a full and open competition with a firm fixed price contracting structure, to be delivered to Naval Medical Center Portsmouth, Virginia by June 30, 2026. Vendors must submit a complete offer including product descriptions or part numbers and an active SAM registration, with submissions accepted exclusively via email to Kimberly Bunn at kimberly.p.bunn.civ@health.mil by May 8, 2026 at 10:00 AM Eastern Time; no phone inquiries are permitted. The requirement is all-or-nothing and brand name or equal based on salient characteristics, meaning only offers for the complete system will be considered. Proposals must also include at least two invoices from private or public institutions demonstrating prior use of the product. The evaluation process follows a best value trade-off approach, with technical capabilities as the most important factor—requiring a standalone technical approach document detailing personnel, performance plan, and delivery schedule—while past performance and price are of equal importance but secondary to technical merit; past performance must include at least three references from the past two years with full contact details and contract information. The system must be delivered F.O.B. destination to Building 250, Naval Medical Center Portsmouth, with the Government responsible for inspection and acceptance. Payment will be processed exclusively through WAWF, requiring contractor registration on the WAWF portal, and invoices must comply with the 2in1 format. All contractors must be U.S. citizens with approved background investigations (NACLC or T3/T3R), including submission of SF-86, fingerprint cards, and release statements, and must maintain a designated Security Representative. The contract imposes strict cybersecurity requirements under DFARS 252.204-7012, mandates a Business Associate Agreement under HIPAA due to handling of PHI, prohibits use of Kaspersky, ByteDance, and other covered foreign vendor products, and requires compliance with federal labor standards including minimum wage and paid sick leave under Executive Orders. Flow-down clauses extend these obligations to subcontractors, and all offerors must complete representations on size, socioeconomic status, UEI, and CAGE code, though no completed forms are provided in the document.
