Transitional Assistance 2025

The Transitional Assistance 2025 Master Service Agreement, issued by MassAbility under the Executive Office of Health and Human Services, establishes a framework for providers to support eligible participants in programs such as MFP-DEMO, MFP-CL, ABI-N, MFP-RS, ABI RH, and TBI. The primary objective is to facilitate successful community transitions by removing housing barriers, assisting with housing searches and applications, and procuring essential household setup items. Key deliverables include conducting needs assessments, developing transitional plans, and managing the purchase of security deposits, durable medical equipment, and telehealth devices. The contract is estimated at 65 million dollars, with a performance period approximately from March 1, 2026, to February 28, 2035, and rolling enrollment open until August 31, 2034. Award selection is based on a Best Value process, scoring technical criteria and Supplier Diversity Program commitments out of a maximum of 100 points, with a minimum combined score of 60 required for award. Financial management follows a cost-reimbursement model where approved expense worksheets serve as spending ceilings, and providers must submit monthly invoices via the Commonwealth of Massachusetts Voucher Input Form. Compliance requirements are stringent, necessitating adherence to HIPAA privacy rules, M.G.L. c. 93H for data security, and CORI screening for all staff. Providers must also maintain a Certificate of Good Standing and Tax Compliance with the Massachusetts Department of Revenue and submit all proposals electronically through the COMMBUYS portal.
