Transportation Overflow Services Master Agreement

The County of Los Angeles Department of Health Services is seeking qualified ambulance and ambulette operators licensed by the County to provide Transportation Overflow Services for indigent patients. These services include transporting patients between residences, private and County healthcare facilities, State mental hospitals, and County court and jail facilities. The resulting Master Agreement, which expires on December 31, 2030, with options for five additional one-year extensions, requires providers to maintain a 24/7 dispatch center and employ accredited paramedics, registered nurses, or respiratory care practitioners according to Los Angeles County Prehospital Care Manual standards. Vehicles must be properly equipped and carry all required DMV, CHP, and County certifications. The selection process is based on a Statement of Qualifications, utilizing pass/fail gates for required forms, insurability, licensing, and financial capability, while weighted evaluation focuses on the vendor's background, experience, and references. Selected contractors must adhere to strict quality improvement and control plans, with performance monitored through specific compliance thresholds. Compensation is based on a fixed rate schedule, including base rates for Basic Life Support and Critical Care Transport, as well as supplemental fees for rapid response times. Invoicing occurs monthly using CMS-1500 forms and requires a Monthly Response Time Report. Contractors must maintain comprehensive insurance coverage, including Commercial General Liability, Automobile Liability, Professional Liability, and Sexual Misconduct Liability.
