This announcement is for informational purposes only. The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source contract for services and software to Infor Global Solutions, Inc. 13560 Morris Road, Suite 4100, Alpharetta, GA 30004. The FBI has a requirement for Infor Expense Management (XM) software to automate the processing of travel vouchers, implement travel expense reporting capabilities and track vouchers throughout the processing stages. The FBI deems this requirement for the XM software a sole source due to the fact that the XM software integrates seamlessly with the FBI's Financial Management System (FMS) without a timely and costly interface needing to be built. The XM software provides the following: expense reporting with imbedded approval based workflow that integrates with travel plans and FMS, travel plans with imbedded approval based workflow that integrates with expense reporting, payment requests with imbedded approval based workflow that integrates with FMS and expense reporting/travel, multi-dimensional reporting, premise-based system, web-based, and pre-existing integration to FMS. The period of performance for this contract is May 31, 2008 - May 30, 2009 with an estimated implementation date of October 1, 2008. Infor Global Solutions is the manufacturer and sole provider of the services and software products. A purchase order will be issued as a result of this announcement. If any interested party would like to be considered for award, please submit a written statement indicating your interest and include how the software being proposed can seamlessly interface with the FBI's FMS by the close of business May 16, 2008 to the Federal Bureau of Investigation, Information Technology Contracts Unit, Attention: Kathrina L. Food Supply & Commissary LogisticsThe contract requires secure, daily delivery and logistics services to support all food service operations at the FBI headquarters in Washington, D.C., specifically ensuring the timely and safe transport of fresh produce, dairy, proteins, dry goods, and branded consumables. All deliveries must meet strict security and handling standards appropriate for a federal facility, with protocols in place to maintain product integrity, temperature control, and chain-of-custody accountability throughout the supply chain. The vendor must operate with high reliability, consistency, and discretion given the sensitive nature of the location and the critical need to sustain daily operations without disruption. This subcontract falls under NAICS code 424480, which pertains to grocery and related product merchant wholesalers, indicating the focus is on wholesale distribution logistics rather than retail or manufacturing. Performance is centralized at the FBI headquarters with a ZIP code of 20535, and the contract is managed under the Department of Justice through the FBI-JEH office. While no set-aside provisions or point of contact details are specified, the contract demands operational precision, compliance with federal security protocols, and the ability to integrate seamlessly into the existing food service infrastructure without compromising safety or efficiency.
