Electronic invoicing must be submitted exclusively through Wide Area WorkFlow (WAWF), and all personnel are subject to search upon entry to federal property. The evaluation will prioritize technical capability first, followed by price and past performance on a trade-off basis, not as a lowest price technically acceptable procurement.
