Tribal Management Grant (TMG) Program

The Tribal Management Grant (TMG) Program, administered by the Indian Health Service Office of Tribal and Urban Affairs, is a competitive grant opportunity designed to help federally recognized Indian Tribes and Tribal Organizations build capacity and improve health management infrastructure. The program supports these entities in preparing to assume all or part of existing Indian Health Service programs, functions, services, and activities through Title I ISDEAA contracts or by enhancing the capabilities of existing compactors. Eligible projects fall into four categories: feasibility studies, planning, evaluation studies, and health management structure development. Feasibility studies specifically require comprehensive health needs assessments, management analysis, and financial projections. Funding for the first budget period ranges from 75,000 to 150,000 dollars per applicant, covering both direct and indirect costs. The average project period is 24 months, with a maximum allowable duration of 36 months. Applications are due by August 28, 2026, via Grants.gov, with expected awards beginning October 1, 2026. To be eligible, applicants must be registered in SAM.gov and Grants.gov and provide a signed Tribal resolution specifically supporting the funding opportunity. Awards are determined through a merit review process based on weighted factors, including project objectives and work plan (40 points), need for assistance (20 points), program evaluation (20 points), organizational capabilities (15 points), and the budget narrative (5 points). Additionally, applicants must pass a risk review and, for awards exceeding 250,000 dollars, a SAM.gov responsibility qualification check. Required documentation includes project and budget narratives, biographical sketches for key personnel, audit documentation, and proof of nonprofit status where applicable. All projects must comply with 2 CFR 200 and federal antidiscrimination laws.
