Tsaile Health Center needs (1) Family Practice Physician nonpersonal service

This contract is an Indian Small Business Economic Enterprise (ISBEE) set-aside solicitation issued by the Navajo Area Indian Health Service under Solicitation No. IHS1520444, seeking a qualified contractor to provide nonpersonal outpatient family practice physician services at the Tsaile Health Center in Tsaile, Arizona. The scope of work involves delivering comprehensive clinical care in alignment with IHS standards, including compliance with HIPAA, EMTALA, and federal medical ethics codes, while maintaining active professional credentials such as board certification in Family Practice, DEA licensure, and current certifications in BLS, ACLS, and PALS. Performance is measured against a detailed Performance-Based Matrix requiring timely medical record completion within 24 hours, adherence to ethical conduct, collaboration with the Community Service Unit healthcare team, and avoidance of any compliance violations or reprimands. The contractor must also comply with rigorous security and background requirements, including Tier 1 through Tier 4 public trust investigations, fingerprinting, national background checks via the eApp system, and immediate removal from duty if adverse findings arise. Personnel must be approved by the Contracting Officer, wear facility-issued badges, use approved IT systems, and submit medical documentation for extended absences. The solicitation evaluates offers based on three non-price factors in descending order of importance: Past Performance, Technical Capability and Approach, and Price, with the first two combined being significantly more important than cost. The award will be made through a best-value trade-off process without discussions or use of Lowest Price Technically Acceptable methodology.
