The Defense Advanced Research Projects Agency’s Tactical Technology Office is soliciting innovative proposals under Broad Agency Announcement HR001125S0011, issued on June 23, 2025, with Amendments 01 and 02 issued in January and February 2026, respectively, to advance breakthrough technologies in four strategic focus areas: Design/Build/Buy, Surge and Sustain, Long Range Effects, and Disruptive Innovation. Classified submissions must follow strict physical delivery protocols with separate handling for Confidential, Secret, Top Secret, SCI, and SAP information, avoiding electronic systems entirely and requiring hard copies and CD-ROMs. Proposers must comply with extensive administrative and compliance requirements, including provision of a valid SAM.gov Unique Entity ID and CAGE code, disclosure of organizational conflicts of interest, identification of key personnel and consultants, and certification of small business or educational institution status where applicable. Cost proposals must demonstrate realism, aligning labor hours, equipment, travel, and subcontracting expenses directly with the Statement of Work and avoiding understaffed or risk-averse approaches.
