The Project would develop a 5,000 kW ground mounted solar photovoltaic generating system on an approximately 48-acre site in Tulare County on the south side of Avenue 128 between Road 192 and Road 200. The system would occupy approximately 26 acres of land and would consist of 11,000 solar modules mounted on a single axis tracking system. The proposed system would interconnect with the Southern California Edison (SCE) distribution system in the area and supply renewable energy to utility customers through the electrical grid. TCRMA seeks approval of a Special Use Permit (SUP) to construct and operate the solar photovoltaic generating system. Project facilities would include, but are not limited to, solar modules, string inverters, single-axis tracker racking system, step-up transformers, interconnection equipment (including pole mounted grounding transformers, reclosers, group operated air brake switch, etc.), underground conduit and electrical cabling, access roads, and fencing. When not generating power, the equipment largely would lay quiet in standby mode until there is enough solar energy to create the necessary power again. An access driveway would be constructed from Avenue 128 and access roads would be designed in accordance with the Tulare County fire safety regulations. Perimeter fencing would be installed around the Project site and would remain locked except during maintenance and/or landscaping activities.
During construction, the site would be cleared of any vegetation necessary to construct the system. Following construction, the Project site would be reseeded with a native, pollinator friendly seed mix to effectively reestablish ground cover.
Following construction, the solar Project would operate year-round and would produce electric power during daylight hours. Construction of the Project would interconnect to existing SCE distribution lines. The system would connect to the 3-phase SCE power lines running along the South side of Avenue 128, with the point of interconnection located at the northeast corner of the lot, adjacent to the access drive entrance.
