Solicitation No. 140R3026Q0094 - Turbine and Transformer Oil Testing for Hoover Dam - BPA

Amendment 2, 08/03/2026 - The purpose of this amendment is to revise Attachment 1 - Statement of Work. The quote due date remains 08/07/2026, at 4:00PM PDT.

Amendment 1, 07/31/2026 - The purpose of this amendment is to extend the quote due date to 08/07/2026, at 4:00PM PDT.

(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12 (12.202(b)(1)). This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 140R3026Q0094 is issued as a request for quotation (RFQ) for Turbine Generator and Transformer Oil Testing and Reporting for Hoover Dam.

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The applicable NAICS is 541380-Testing Laboratories and Services, and the small business size standard is $19.0 million.

The estimated period of performance under the BPA is October 1, 2026 through September 30, 2031. The Government reserves the right to award one, multiple or no BPAs as a result of this solicitation.

(v) A list of solicitation provisions that apply to the acquisition can be found in Attachment 2 - Solicitation Provisions and Contract Clauses (see 12.205(a)).

(vi) A list of contract clauses that apply to the acquisition can be found in Attachment 2 - Solicitation Provisions and Contract Clauses (see 12.205(b)).

(vii) Quotations are due August 7, 2026 at 4:00PM PDT. Please email all quote documentation to Mrs. Jennalyn Kent at jennalyn_kent@ios.doi.gov. Offerors are requested to submit all questions by July 22, 2026.
