The Naval Air Warfare Center Aircraft Division in Lakehurst, NJ, plans to negotiate a sole-source contract with Polytec, Inc. for the purchase of a Turnkey 3-Dimensional Scanning Vibrometer PSV-400-3D. This advanced system will be used for 3D structural dynamic testing, specifically to conduct nondestructive damage inspections on composite materials of the CH-53K aircraft fuselage and blade components. The purchase includes several key options such as time domain data processing and animation, specialized software packages for analysis and maintenance, high-resolution FFT extensions, and necessary accessories like a high-end tripod, a vertical test stand, and training with installation and checkout. This sole-source acquisition is justified under 10 USC 2304(c)(1) due to Polytec, Inc. being the only known provider capable of supplying the vibrometer that meets all government requirements, possessing exclusive design rights, technical data, and manufacturing drawings. The procurement is not open for competitive bidding, but the government will consider written demonstrations of capability from other companies by May 14, 2008, solely to determine if a competitive procurement is warranted. The point of contact for this procurement is Jane Worley, and the contract falls under the NAICS code 334519, managed by the Department of Defense at the Naval Air Warfare Center Aircraft Division.
