The Department of Defense Contract Management Agency (DCMA) plans to issue a sole source purchase order valued at $108,000 to St. Phillips College for flight training support tailored to DCMA Product Assurance personnel, including Engineers, Quality Industrial, Technical, and Software Specialists. The training involves a two-phase program: the first phase comprises four web-based interactive modules, while the second phase includes four weeks of onsite, instructor-led hands-on demonstrations reinforcing the material covered in the initial modules. St. Phillips College is identified as the sole responsible source for this specialized training, having previously developed and successfully delivered similar coursework to the Department of the Air Force. Due to the unique nature and proven effectiveness of this training, coupled with the potential costs and delays associated with developing a new program from another supplier, the DCMA has determined that no other service providers can meet the agency's requirements at this time. Although this is not a solicitation for competitive proposals, interested parties possessing the capabilities to fulfill this requirement are invited to submit capability statements within ten calendar days of the synopsis publication. These statements will be reviewed solely to assess the potential for a competitive procurement, but the final decision to proceed without competition remains at the Government's discretion. Contact information for submission and inquiries includes Thatsanee Knight, a DCMA Contract Specialist, reachable by email or phone as specified. This approach aligns with FAR regulations permitting sole source awards when a single responsible source is available and competition is not feasible.
