The Government plans to award a firm-fixed-price contract to High Desert Special Operations Center (HDSOC) located in Hawthorne, Nevada, for pre-mission military training scheduled between July 13 and August 31, 2009. This training will cover a range of specialized topics including Battle Damage Assessment and Repair, Off Road Obstacle Course, Environmental Drive/Long-Range Movements, Mounted Live Fire, Improvised Device Familiarization, Sensitive Site Exploitation Techniques, Sniper Training, Stress Testing, and Breaching. The training is intended for approximately 285 military personnel and will take place at the Hawthorne Army Depot, which HDSOC exclusively uses for such range-based operations. The procurement is conducted on a sole source basis under statutory authority due to HDSOC being the only authorized provider with exclusive access to the required training ranges, ensuring no other suppliers can meet the agency’s needs. The acquisition falls under NAICS code 611699 for educational services, with a small business size standard of $7 million, and will utilize Simplified Acquisition Procedures without full and open competition. While no solicitation will be issued and this is not a request for competitive offers, companies that believe they can meet the requirements have a 10-day window from the publication date to submit written interest with supporting details for evaluation. The Government retains full discretion to proceed with sole source negotiations if no viable alternatives are presented. Communication regarding the opportunity should be directed via email or fax to designated officials, with no telephone inquiries accepted.
