The U.S. Office of Personnel Management's Federal Investigative Services Division plans to renew a sole source agreement with the National Student Clearinghouse (NSC) to obtain education record information nationwide. This arrangement is based on the justification that NSC is the only responsible source capable of meeting OPM’s needs when their field agents cannot directly obtain records from colleges or universities. NSC maintains a comprehensive electronic database with over 75 million student records and partners with more than 2,800 colleges that enroll 91% of U.S. college students, making it a critical resource for degree, diploma, and enrollment verification. The contract will be awarded as a fixed-price agreement under the NAICS code 611710 for Educational Support Services, without a competitive bidding process, as authorized by FAR 6.302-1. This notice serves to inform interested parties of OPM’s intent to negotiate directly with NSC and does not constitute a solicitation, invitation for bids, or request for quotations. There is no commitment by the government to cover any costs associated with proposal preparation or submission. For further information, designated contacts include a Program Analyst and a Contract Specialist at OPM.

NOTICE OF INTENT: Pursuant to FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", the U.S. Office of Personnel Management (OPM), Federal Investigative Services Division (FISD) intends to renew a sole source agreement to obtain education record information throughout the nation with National Student Clearinghouse (NSC). When OPM field agents are unable to obtain education record information at the actual college/university, they are referred to the NSC to obtain the records. NSC is the nation's consolidated source for student degree, diploma, and enrollment verification. They maintain an electronic registry containing more than 75 million student records; more than 2,800 colleges enrolling 91% of U.S. college students currently partner with NSC. OPM deems it appropriate to award a fixed-price agreement on other than a full and open competitive basis to NSC. NSC is the available responsible source and no other source will satisfy the needs of the Agency. The North American Standard Industrial Classification System (NAICS) Code for action is 611710 - Educational Support Services. THIS IS NOT A SOLICITATION FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHERMORE, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. This is not a solicitation for offers, but rather a notice of OPM's intent to negotiate a sole source award to NSC. This notice is for information only, and may represent the only official notice.
