The U.S. Army Europe Information Technology Training (AE-ITT) Program, solicitation number ID03180005, is a requirement managed by GSA FAS Region 3 to provide theater-wide Cybersecurity and Information Technology training for USAREUR G6 and other DoD commands in the European theater. The contract is structured as a hybrid Firm Fixed Price and Cost Reimbursement Indefinite Delivery Indefinite Quantity (IDIQ) vehicle consisting of a 12-month base period and four option years. Services are performed OCONUS and encompass instructor-led training, certification services, testing vouchers, Learning Management System operations, and overall program management under NAICS code 611430. The procurement process involved extensive industry engagement, including a Request for Information and an Industry Day held in Wiesbaden, Germany. The solicitation underwent eleven amendments to refine the Performance Work Statement, address industry questions, and correct pricing template discrepancies. The process also included a period of suspension due to a protest, which ultimately shifted the final receipt of offers to June 15, 2018. The government intended to award based on initial proposals while reserving the right to conduct discussions to ensure a competitive best-value selection.
