AI Contract Overview
The U.S. General Services Administration is soliciting a 15-year lease for approximately 12,000 to 13,200 square feet of flex space in Indianapolis, Indiana, within a defined area bounded by E 146th Street to the north, Rte. 36/E. 56th Street/I-465 to the south, Olio Rd/N 600 W to the east, and Rte. 31 to the west. The space must be fully serviced, free of the 1-percent-annual-chance floodplain, and compliant with all federal standards for fire safety, accessibility, seismic resilience, and sustainability. The lease term includes a firm period of 10 years with no option term, and the Government requires the facility to support 4 surface parking spaces with no structured or reserved parking. The solicitation mandates compliance with Section 889 of the FY19 NDAA, prohibiting the use of certain telecommunications equipment, and requires adherence to stringent security protocols including Personal Identity Verification for personnel, safeguarding of Federal Contract Information, and implementation of Physical Access Control Systems. Proposals must include a completed GSA Form 1364WH, architectural drawings in .DWG format, tax documents, site and parcel maps, color photographs, and evidence of compliance with LEED or equivalent green building standards. The evaluation will be based on best value trade-off, weighing non-price factors such as seismic compliance and efficient layout against present value price, with HUBZone small business preferences applied. All contractors must represent their small business status, comply with workforce equal opportunity requirements including veteran and disability employment reporting, and flow down key FAR and GSAR clauses to all subcontractors. Submissions must be received by July 13, 2026, via email or mail to the designated GSA leasing specialist, and the Government anticipates occupancy by October 28, 2026. The contract will be administered by the Pbs R5 Office of Leasing, with Theodore Prillaman serving as Leasing Specialist and COR, and June Beecham as the Lease Contracting Officer.

The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
