The U.S. Department of Agriculture is seeking to lease office and related space in Whiteville, North Carolina, with a minimum usable area of 3,769 square feet and a maximum of 3,958 square feet, within a building offering 4,523 rentable square feet. The space must be fully serviced, comply with all federal accessibility, fire safety, seismic, and sustainability standards, and must not be located within the 100-year flood plain. The government requires a minimum of three reserved parking spaces for official vehicles and up to 24 additional spaces available at no charge, which may be located on-site or within a quarter mile, pedestrian-accessible. Preference is given to first-floor, contiguous space that meets accessibility requirements. The lease term is 15 years, with a firm initial term of five years and termination rights allowing the government to end the lease in whole or in part after the firm term with 120 days’ written notice. No option periods are available. The lease must be structured as a gross rate per usable square foot, including building shell rental, tenant improvements amortized over the firm term, operating costs, and parking fees, all documented through GSA Forms 1364 and 1217. Pricing is evaluated on a present value basis using a 5% discount rate, with annual adjustments considered, and parking and non-usable areas are excluded from square footage calculations but included in the total price. All offerors must be actively registered in the System for Award Management (SAM) and possess a Unique Entity Identifier, with registration verified prior to award. Proposals must be submitted via email to David McPadden at David.mcpadden@usda.gov and must include fully completed GSA forms, signed documentation, ownership verification, and, if applicable, authorization to represent multiple entities. Technical compliance is mandatory across key pass/fail gates: efficient layout, full accessibility, and compliant fire protection including automatic sprinklers and alarms. Offerors must also submit seismic compliance forms, floor and parking plans, a tenant improvement cost summary, small business subcontracting plan, and DOL wage determinations. The solicitation includes clauses for anti-kickback procedures, drug-free workplace, audit and records, disputes, equal opportunity for veterans, and post-award small business representations. A 10% price preference is applied to proposals from HUBZone small business concerns unless waived. The government will not reimburse any costs incurred during the proposal process, and award
