The Department of the Interior’s Bureau of Land Management (BLM) intends to award a sole source purchase order contract to Regis University under the Student Career Experience Program (SCEP) for a Pathways Intern pursuing a Master of Science in Accounting. This decision is justified by the unique academic program and class schedule at Regis University, which align with the intern’s continuous educational and job requirements, preventing any disruption in their academic progress or job performance. The sole source contract is authorized under the Federal Acquisition Regulation and U.S. Code provisions allowing sole source awards when only one responsible source is available to meet agency needs. The courses involved in the program include Advanced Auditing and Controllership, ensuring specialized training tailored specifically to BLM’s requirements. The contract will be a Firm Fixed Price agreement with a duration not exceeding six months and is classified under NAICS code 611310. While this notice is not a solicitation for competitive proposals, the BLM provides a brief window for other capable firms or individuals to submit a response within two calendar days of the announcement, via email only, for consideration. The Notice of Intent to award a sole source contract is not a request for competitive proposals. BLM has only one known source for this procurement that is in the Governments best interest. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm or individual that believes it is capable of meeting the BLM requirement described herein may submit a response; which, if received within two calendar days of the date of this announcement, will be considered.
