The 436th Contracting Squadron plans to award a sole-source contract to American Science & Engineering, located in Billerica, Massachusetts, for Image Analysis Instructor Training specifically tailored for three personnel on the Z Backscatter Van acquired earlier this year. This decision is based on the determination under Federal Acquisition Regulation 13.106-1(b) that only one source is reasonably available to provide these proprietary training services. The contracting office invites other interested parties to submit information regarding their capabilities and experience to deliver the ZBV Image Analysis Instructor Course by 2:00 p.m. EST on August 5, 2005. Although this is not a request for proposals and the government will not pay for submitted information, responses will assist the Contracting Officer in evaluating potential sources. Responses must be concise, clearly demonstrating the submitter’s ability to provide the specialized training, and must be submitted via email to the designated contact with a maximum attachment size of five megabytes. Respondents will not be notified of the evaluation results, and no contract award will be based solely on submissions. If no viable alternative sources are identified by the deadline, the Contracting Officer will proceed with awarding the contract exclusively to American Science & Engineering. Questions and responses are directed to Brett Clark at the 436th Contracting Squadron, with the contract opportunity tied to the Department of Defense office located at Dover Air Force Base, Delaware.
