The Department of the Interior, Minerals Management Service, intends to award a sole source contract valued at $470,400 to Avtec Systems Inc. This non-competitive award, issued under the Department of Interior Franchise Fund on behalf of the Naval Research Laboratory, is for systems engineering support focused on conducting Functional Configuration Audits of the various unique systems at the Midway Research Center in Stafford, Virginia. This contract represents a follow-on to prior work completed by Avtec Systems Inc., deemed uniquely qualified for this task. Transitioning to a different vendor at this stage would cause significant delays of 8 to 10 months due to the necessary learning curve, nearly doubling the associated costs and slowing program completion. The procurement aims to avoid duplication of effort and increased expenses by maintaining continuity with the current provider. While this notice is for informational purposes only and not a solicitation for competitive quotes, the government will consider any input submitted within five days. Official communications regarding this contract must be directed in writing via fax or email to the designated government contact, Susan Benik; telephonic inquiries are explicitly not permitted. The project is managed through the Acquisition Management Division of the Department of the Interior, with performance primarily situated at the Midway Research Center in Virginia.

Full Description

The Department of the Interior, Minerals Management Service (GovWorks), intends to make a sole source award to Avtec Systems Inc. in the amount of $470,400. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of the Naval Research Laboratory. This procurement is for systems engineering support by performing Functional Configuration Audits (FCA) of the various unique systems that comprise the Midway Research Center (MRC), Stafford, Virginia, and is a follow-on award to a uniquely qualified source. Awarding the contract to another vendor at this point would most likely result in duplication of work, effort, time and cost to the Government. To bring a new vendor in at this crucial time would impede the progress of the program; the learning curve for the new vendor would delay program completion by a minimum of 8 to 10 months and nearly double the cost. The intent of this synopsis is for informational purposes only. This is NOT a request for competitive quotes. However, all information received within five (5) days of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. POC: Department of the Interior; Attention: Susan Benik, 381 Elden Street - MS 2510, Herndon, VA 20170. Questions must be faxed to the attention of Susan Benik at +1 (555) 000-0000 or emailed to contact@example.gov. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED.
