Uniformed Unarmed Security Officer Services – NCCIW AC Installation

The North Carolina Department of Adult Correction is seeking competitive sealed bids to establish an Agency Specific Term Contract for Uniformed Unarmed Security Officer Services at the North Carolina Correctional Institution for Women (NCCIW) AC Installation construction site. The primary purpose of this contract is to ensure that the male inmates participating in the Central Engineering’s Construction Apprenticeship Program (CAP) do not interact with the female inmate population during construction activities. The vendor must provide one Unarmed Private Security Sergeant and two Unarmed Security Officers working four 12-hour shifts per week, Monday through Thursday, from 6:30 AM to 6:30 PM. Security duties include daily perimeter and interior construction site inspections for contraband at 6:30 AM and continuous oversight to ensure inmates remain within designated work zones. All personnel must adhere to strict appearance standards including neat and clean hair, trimmed facial hair, and concealed or respectable tattoos, and must be drug and alcohol free while on duty. Personnel must possess valid North Carolina Private Protection Services Board licensure and certification, undergo comprehensive background checks including local, state, and federal fingerprinting, and provide verified references prior to assignment. The contract has an initial term of one year beginning on the date of final execution or July 1, 2026, whichever is later, with an option for the State to renew for up to an additional twenty-four months at its sole discretion, requiring at least thirty days’ written notice prior to expiration. Bids must be submitted electronically through the State’s Ariba Sourcing Tool by June 22, 2026, and must include all mandatory attachments: Pricing Form, HUB Supplemental Vendor Information, Certification of Financial Condition, Certification for Contracts and Grants, Alcohol/Drug-Free Workplace Policy, Proof of Licensure, and Location of Workers Utilized. The State will evaluate only responsive bids, using past performance, references, and financial stability as pass/fail gates, with award made to the lowest priced qualified bidder. The vendor must designate a contract manager available 24/7, conduct monthly on-site supervisory visits to review performance with the DAC Facility Manager, and issue single invoices per order with specific required fields including NC contract number, buyer’s order number, and unit of measure. Payment is due on or before the 30th day of the month following service delivery. Uniforms must comply with prescribed standards including tan cargo pants, black moisture-wicking polos with sewn-on badges, black boots, and tan ball caps
