Bids must be submitted either electronically via the PennBid platform or as paper submissions to the Township Municipal Building in Williamsport, Pennsylvania, no later than 1:00 P.M. on Tuesday, August 11, 2026, with one original and two copies required for paper bids. All bidders must have purchased the Conformed Project Manual from Bassett Engineering or accessed it through PennBid to be eligible, and participation requires strict adherence to the project’s technical specifications, including compliance with PennDOT Publication 408 and other relevant standards. A pre-bid meeting is scheduled for July 27, 2026, to assist with the electronic bidding process, and site visits are encouraged at any time. Each bid must be accompanied by a bid security equal to ten percent of the bid amount in the form of a certified check or bond, and awards require the submission of both a performance bond and a payment bond, each equal to 100 percent of the contract value.
