The Ohio Department of Natural Resources, Division of Mineral Resources Management is soliciting bids for the UPC EAST 2026 project, which involves emergency reclamation work on small, abandoned mine lands in eastern Ohio. The contract covers seven counties—Belmont, Guernsey, Harrison, Jefferson, Monroe, Noble, and Washington—and is structured as a Unit Price Contract for multiple small projects expected to address issues such as pothole subsidence, small gob fires, landslides, and investigations initiated by landowner complaints. These projects typically occur in residential areas with limited access and will be executed based on work orders detailing individual site specifics. The contract term is approximately one year, from July 1, 2026, to June 30, 2027, and includes an engineer's estimate of $178,800 for project execution. A mandatory pre-bid meeting is scheduled for May 5, 2026, at 10:00 AM in Cambridge, Ohio, at 9900 Brick Church Rd., and will cover bidding procedures for all three regional Unit Price Contracts dividing Ohio's coal counties into East, North, and South regions. Bids are due 14 days after the pre-bid meeting, by May 19, 2026. The contract requires bidders to use the line items listed on the Bid Schedule to cover approximately twelve small projects that have historically been handled under similar contracts. Each project will be initiated by a work order specifying the project details, owner information, and estimated quantities of materials and work needed, all under the administration of the Division of Mineral Resources Management within ODNR.
