Full Description

This is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation; quotes are being requested and a separate synopsis will not be issued. The solicitation number for this requirement is TFSAOIT15CI0005 and is issued as a Request for Proposal (RFP). The North American Industry Classification System (NAICS) codes associated with this solicitation are 541511 and 334112; this acquisition will be 100% small business set aside. The size standards for this solicitation are $27.5M and 150 employees respectively. This is a Brand Name Only requirement. The Bureau of the Fiscal Service, Information Security Services (ISS), has a requirement to upgrade the existing Autonomy System to the HP Records Manager 8 (HP RM8) along with securing ongoing support. As this is an upgrade and support for an existing system, procuring any other brand of software would be cost prohibitive and involve completely replacing the entire records management system for the entire Bureau of the Fiscal Service. In addition to the cost for replacing the system, there would be additional costs and time constraints for training personnel on the use of the new system, leading to a possible lapse in service. The product HP RM8 is only sold by Hewlett Packard, through authorized resellers.
