The procurement is exclusively set aside for small business concerns under NAICS code 238210 with a size standard of $19 million, and all prospective offerors must be actively registered in the System for Award Management under this classification to qualify. The period of performance is capped at two months with an estimated start date of July 27, 2026, and the contractor is responsible for providing all personnel, equipment, transportation, and materials necessary to complete the work in full compliance with applicable federal, state, and local hazardous waste regulations, including DOT, EPA, and OSHA standards. Key deliverables include the safe removal of batteries with zero damage to government property, transportation to a certified recycling facility, submission of a valid Certificate of Recycling, and the development and maintenance of a Quality Control Plan. All hazardous materials and waste must be properly labeled, documented, and managed according to FL Reg 200-1 and the 2020 JBLM Recycling and Solid Waste Disposal Guidelines, including use of hazard labels, transfer container marking, and proper storage and disposal procedures. Past performance is the most important and pass/fail evaluation factor, requiring offerors to submit two to three examples of prior government contracts involving the removal of UPS batteries within the last three years, with each example including contract name and number, supported agency, scope of work, period of performance, and a verifiable point of contact. Failure to provide any of these elements results in automatic disqualification. The contractor must also comply with stringent safety and security requirements, including escorting all personnel on military installations, adherence to Army Regulation 190-13 for physical security, use of the E-Verify program for employment eligibility screening, and implementation of the Spill Prevention Control and Countermeasure Plan. Additional requirements include attending a post-award conference per FAR Subpart 42.5, designating a Contract Project Manager and System Engineer as key personnel, and submitting documentation such as the Quality Control Plan within ten calendar days of award, written performance reports within seven days of verbal notification, and returned installation passes within one day of contract end.
