Combined Synopsis/Solicitation IAW FAR 12.603 This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written (formal) solicitation will not be issued. This solicitation is issued as solicitation number FA7000-15-T-067, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-82, 7 May, 2015. The North American Industry Classification System Code [NAICS] is 335911 and the business size standard of 500 employees. The acquisition is a brand name only requirement. All responsible sources may submit a quote, which if received timely, will be considered by the 10th Contracting Squadron, USAF Academy (USAFA). The government bares no legal liability for quote cost associated with this request for quote. Vendors should not submit a quote unless they are willing to absorb all cost associated with submitting a quote. All quotes must be provided by authorized partners with Eaton Corporation who buy and resell Eaton Corporation's products. Quotes submitted by unathorized partners/resellers will not be considered. Please read and comply with all requirements for submitting a quote. Failure to comply with all instructions contained within this Synopsis/Solicitation could result in the quote being ineligible for award. It is the offeror's responsibility to ensure their quote meets all the requirements identified herein. Buy American Act and certification of compliance is required and must be submitted with quote (see DFARS clause 252.225-7001). Brand Name Justification: Only one brand and no other brand will satisfy the USAFA requirement. USAFA currently uses Eaton UPS (Uninterruptible Power Supply) units to provide power to the network in the event of a power outage. USAFA also has a service contract with Eaton to maintain and service the UPS units. If an unauthorized reseller were to install the VRLA batteries or if another brand of VRLA batteries were used in the current Eaton UPS units, USAFA's service contract with Eaton would not be effective. For example, if Eaton Corporation is called to the site under the maintenance contract and it is determine that the issue is with the batteries and/or improper installation of the batteries, additional charges will be incurred by USAFA. Eaton is the only authorized provider of service support with the Eaton developed proprietary service software for 3-phase UPS products. Eaton does not train, certify or support independent third party service providers to deliver or service its UPS and power quality products. It would be extremely costly for USAFA to switch to another brand of UPS units at this time. Quotes may be provided for the Eaton VRLA batteries as a brand name product or for a proposed "equal" of VRLA batteries fulfilling all the below specifications. If an offeror believes they have an equal product which meets all the features and functionality of the items listed below, they may submit a quote for that product. It will be evaluated for technical acceptability. If it is determined by the Government to be an equal product it will be evaluated along with all other technically acceptable offers. If it is determined by the Government not to be an equal product, the offer will not be considered for award. Technical Specifications: The USAF Academy has a Brand Name requirement for UPS VRLA batteries with the following salient characteristics: - UL-recognized components under UL924 and certified by ISO 9001 and ISO 14001 - Specially designed for high power density and long life applications - Small volume, lightweight high discharge efficiency - Can be used for more than 260 cycles at 100% discharge in cycle service - Analytical Grade electrolyte - Low self-discharge: Batteries can be stored for six months at 77'F (25'C). - Built to comply with IEC 896-2, DIN 473534, BS 6290 Pt4, Eurobat - Cells per unit: 6 - Voltage per unit: 12 - Capacity: 330W @ 15-minute rate to 1.67V per cell @ 77'F (25'C) - Weight: Approximately 65.47 lb. USAFA Rapid Acquisition Commercial Solutions Opening (CSO)
Solicitation # FA7000-25-S-C001
The USAFA Rapid Acquisition Commercial Solutions Opening (CSO) FA7000-25-S-C001 is an umbrella solicitation designed to acquire innovative commercial technologies and services to support the United States Air Force Academy's mission in leadership, academics, fitness, and professionalism. Operating as a CSO with Calls, this vehicle does not request proposals upon initial issuance but instead establishes a framework for future requirements. The government issues specific Calls for proposals as amendments to the CSO, with awards typically taking the form of FAR Part 12 commercial contracts or Other Transactions (OT). Proposals are evaluated based on technical merit, importance to agency programs, and funds availability, with the government seeking the best overall value. To date, the CSO has issued six distinct Calls focusing on diverse operational needs. These include strategic admissions outreach (Call 001), military exoskeleton technology to enhance warfighter lethality (Call 002), autonomous virtual perimeter monitoring for situational awareness (Call 003), and warfighter training support services for a 47-month cadet continuum (Call 004). More recent efforts include the implementation of AI-powered automated high school and college transcript processing (Call 005) and a comprehensive brand analysis to develop a Strategic Brand Roadmap (Call 006). Due to the handling of Controlled Unclassified Information (CUI), certain requirements, particularly for AI and IT solutions, restrict participation to U.S. Persons, including U.S. citizens and lawful permanent residents.
