URFP 2027-06-ADM-On-Call Professional Engineering Services for Small Projects

The County of Frederick, Virginia, is seeking proposals under URFP 2027-06-ADM to establish one or more on-call contracts with qualified engineering firms for professional services on small projects. These services are provided on an as-needed basis for planning, evaluation, design, maintenance, repair, renovation, and site improvements, with a strict cap of $80,000 for the aggregate cost of services for any individual project. The scope of work spans multiple disciplines, including MEP, structural, civil, site, stormwater, erosion control, fire protection, geotechnical, environmental, surveying, and GIS. The initial contract term is one year with the possibility of up to four optional renewals. Proposals are due by October 13, 2026, and will be evaluated based on experience and qualifications, proximity to Frederick County, availability, responsiveness, and overall completeness. The County may make multiple awards to ensure access to various areas of expertise. While a Virginia contractor's license is not required for firms providing professional architectural and engineering services only, all offerors must provide a cost proposal identifying direct and indirect costs during the negotiation stage.
